California Governor Gavin Newsom is signing a bill requiring the state’s high-speed rail project to create a funding plan. On Wednesday, Newsom approved Assembly Bill 377, which mandates the High Speed Rail Authority release risk assessments and cost estimates for a segment of rail that has yet to be completed. The signing comes as the rail authority is suing the Trump administration over its efforts to withhold federal funding from the project. President Trump has criticized the project, saying it’s overpriced, overregulated and has failed to deliver on its goals.
